The TacMed™ Critical Event Response System – Individual represents TacMed's answer to a specific procurement challenge facing law enforcement and EMS agencies: how to equip every member of a team for active shooter response without requiring separate vendor relationships for armor, tourniquets, and medical kits. The CERS-Individual bundles all three into a single, pre-integrated system that ships as a unit, eliminating compatibility guesswork and simplifying the requisition process for budget-conscious agencies.

The carrier component is the TacMed™ Responder Plate Carrier loaded with NIJ-certified Level IIIA soft armor panels — providing protection against handgun-caliber threats including 9mm, .40 S&W, .45 ACP, and .357 SIG. Level IIIA soft armor adds weight below that of a full hard-plate system, and the Responder Carrier's one-size-fits-most architecture means the same system can serve multiple shift personnel from a pre-staged configuration. The Universal Tourniquet Dispenser mounts directly on the carrier's ID patch area — front and back — positioning SOF® Tourniquets for immediate ambidextrous access without occupying MOLLE real estate.

The Critical Event Individual Kit leverages TacMed's Signature Series OIFAK platform, an adjustable internal panel system that organizes trauma supplies with consistent positional memory so responders can locate items under stress. The MOLLE straps on the kit's back allow direct attachment to the plate carrier, keeping trauma supplies on-person and immediately accessible during patient contact in the warm zone. The system as delivered meets the NFPA 3000™ competency requirements for individual responder trauma care and personal protection.

NFPA 3000™ Compliance

NFPA 3000™ — Standard for an Active Shooter/Hostile Event Response (ASHER) Program — was developed by the National Fire Protection Association in response to after-action analysis of mass casualty events including the 2016 Pulse nightclub shooting. The standard establishes competency requirements for fire, EMS, and law enforcement responders across all threat zones. Individual responder requirements include possession of personal protective equipment rated for the threat environment, a tourniquet for immediate extremity hemorrhage control, and individual trauma supplies for self- and buddy care. The CERS-Individual addresses all three requirements in a single procured unit.
